Great Cormorant – Phalacrocorax carbo

I am not really sure what this bird is. I saw it from a distance near Port City. My question is: is it a double-breasted cormorant or a great cormorant. I boosted the color to try to ID it. Well until I get another example of a Great Cormorant, this one will have to serve as the representative.
